THE INCINERATION EQUIPMENT, ROTARY KILN AND SECONDARY COMBUSTOR HAVE A COMBINED INCINERATION CAPACITY OF 50 MM BTU/HOUR AND WILL DESTROY 99.99% (MINIMUM) OF THE HYDROCARBONS IN THE WASTE FEED.  WASTE HEAT IS RECOVERED (32 MM BTU/HOUR) IN THE FLUE GAS COOLER WHICH GENERATES HIGH PRESSURE STEAM.

THIS DESIGN INCORPORATES BEST AVAILABLE EMISSION CONTROL TECHNOLOGY (BACT). THE FLUE GAS CLEANING SYSTEM, CONSISTING OF THE SPRAY, DRYER, BAG HOUSES, AND SCRUBBER, WILL CONTROL ACIDIC AND PARTICULATE MATTER EMISSIONS. AT LEAST 99% OF THE CHLORINE IN THE FEED WILL BE REMOVED FROM THE FLUE GAS.  MORE THAN 95% OF THE SULFUR DIOXIDE IN THE FLUE GAS CORRECTED TO 7% OXYGEN.  NITROGEN OXIDE EMISSIONS WILL AVERAGE LESS THAN 0.3  LBS/MILLION BTU HEAT INPUT, A RATE WHICH REPRESENTS BACT FOR THE UNIT.

PLEASE NOTE THAT IN ADDITION TO THE INCINERATOR AND SECONDARY ENVIRONMENTAL SYSTEMS THE TOTAL PROCESS ALSO INCLUDES OTHER SYSTEMS THAT MAKE IT A COMPLETE PACKAGE.  THE UNIT INCLUDES MATERIAL PREPARATION EQUIPMENT TO DELIVER SOLIDS, ROCK, DRUM, AND LIQUID WASTES INTO THE KILN.  ASH HANDLING EQUIPMENT IS ALSO INCLUDED TO HANDLE ANY RESIDUES REMAINING AFTER INCINERATION.

THE PURPOSE OF THE ROTARY KILN IS TO CONVERT ALL COMBUSTIBLE COMPONENTS OF THE WASTE FEED TO THE GASEOUS STATE PRIOR TO FINAL INCINERATION IN THE SECONDARY COMBUSTION (SCC).  THE THERMAL ENERGY FOR THIS PROCESS WILL BE PROVIDED BY THE INCINERATION OF HIGH BTU LIQUID WASTE WITHIN THE KILN, SUPPLEMENTED AS NECESSARY BY FUEL GAS (NATURAL GAS).  THE WASTE FEEDS TO THE KILN WILL BE HIGH BTU LIQUID WASTES (HYDROCARBON, LOW BTU LIQUID WASTES -PRIMARY AQUEOUS- AND SOLID OR SEMI-SOLID WASTES)

THE SECONDARY COMBUSTION CHAMBER SHALL RECEIVE THE COMBUSTION GAS EXISTING FROM THE ROTARY KILN.  THE GASES WILL BE RAISED TO THE TEMPERATURE REQUIRED FOR FINAL INCINERATION (TO BE DETERMINED AT TEST BURN TIME, BY COMBUSTION OF HIGH BTU LIQUID WASTE, FUEL GAS OR A COMBINATION OF THESE.  THE GASES WILL BE HELD AT THE REQUIRED TEMPERATURE (1900 DEGREES FAHRENHEIT TO 2400 DEGREES FAHRENHEIT) FOR A MINIMUM OF 2 SECONDS WITH A MINIMUM OF 4% EXCESS OXYGEN.  THIS WILL ENSURE A 99.99% WASTE DESTRUCTION AND REMOVAL EFFICIENCY (DRE) OF ALL PRINCIPAL ORGANIC HAZARDOUS CONSTITUENTS (POHC).

TOTAL DUTY (KILN AND SCC) - 50 MM BTU/HR - THIS WAS SPECIFIED IN THE PROJECT INSTRUCTIONS AND PREMISES.  INDIVIDUAL KILN AND SCC DUTIES - 40 MM BTU/HR.  THE KILN OPERATING RANGE IS 900-1800 DEGREES FAHRENHEIT. THE MINIMUM KILN TEMPERATURE SHOULD BE 900 DEGREES FAHRENHEIT FOR INCINERATING LEADED WASTE.

THE RESIDENCE TIME FOR SOLIDS IN THE KILN IS 27.3 TO 273 MINUTES.  THIS IS DETERMINED BY THE KILN INCLINATION (1.3%) AND THE ROTATION SPEED (VARIABLE BETWEEN 0.2 AND 2.0 RPM).  THESE SPECIFICATIONS ARE BASED ON THE PRC INCINERATOR.  THE RESIDENCE TIME OF GASES IN THE SCC WILL BE MINIMUM OF 2 SECONDS.  (PROJECT INSTRUCTORS AND PREMISES).  THIS IS BASED ON A TEMPERATURE OF 2400 DEGREES FAHRENHEIT AND AN EFFECTIVE LENGTH IN THE SCC FROM THE CENTERLINE OF THE BURNER ASSEMBLY TO THE TOP OF THE 12 FEET-0 INCHES I.C. SECTION.

THE KILN DIMENSIONS ARE 34 FEET-0 INCHES IN LENGTH, 8 FEET - 9 INCHES IN DIAMETER INSIDE REFRACTORY AND 10 FEET - 4 1/4 INCHES SHELL OUTSIDE DIAMETER.  THE SCC DIMENSIONS ARE 30 FEET-0 INCHES IN LENGTH FROM CENTERLINE OF BURNER ASSEMBLY TO TOP OF 12 FEET-0 INCHES I.D. SECTION,  12 FEET-0 INCHES DIAMETER INSIDE REFRACTORY AND 13 FEET -3 3/4 INCHES SHELL OUTSIDE DIAMETER.  THE KILN AND SCC BOTH OPERATE AT - 1/4 INCHES TO  - 1/2 INCHES W.G. THERE IS A SMALL PRESSURE DROP (ABOUT 0.1 INCHS W.G. ) BETWEEN THE KILN AND SCC, DUE TO RESTRICTION OF THE DEFECTOR PLATE.

THE PURPOSE OF THE FLUE GAS COOLER IS TO RECOVER HEAT FROM THE FLUE GASES EXISTING THE SECONDARY COMBUSTION CHAMBER AND GENERATE 450 PSIG STEAM.

BOILER FEED WATER IS SUPPLIED FROM AN OUTSIDE SOURCE AT THE FOLLOWING STEAM PRESSURES: 460 PSIG AT NON-RETURN VALUE AND 450 PSIG AT THE SOURCE.  THE SPECIFIED TURNDOWN IS 50% BASED ON THE MAXIMUM FLUE GAS FLOW RATE.  THE UNITS WASTE HEAT BOILER WILL DELIVER 34,000 LB/HR OF 460 PSIG 650 DEGREES STEAM AFTER START UP AT DESIGN CONDITIONS.

THE PRIMARY PURPOSE OF THE SPRAY DRYER SYSTEM IS TO CONVERT THE BLOWDOWN (FROM THE DOWNSTREAM QUENCH TOWER/WET SCRUBBER OF "WET END" TO A DRY PARTICULATE OR "ASH".  THIS IS ACCOMPLISHED BY CONTACTING THE AIR-ATOMIZED LIQUID WITH HOT FLUE GAS FROM OUTLET OF THE FLUE GAS COOLER.  A SECONDARY PURPOSE OF THIS SYSTEM IS PARTIAL FLUE GAS HCL AND SO 2 REMOVAL (AND TO A LESSER EXTENT PARTICULATE REMOVAL). THE SPRAY DRYER AND PARTICULATE COLLECTION SYSTEMS COMBINED COMPRISE THE "DRY ENC" OF THE AIR POLLUTION CONTROL SYSTEM.

THE PARTICULATE COLLECTION SYSTEM INCLUDES THE FOUR BAG HOUSES.  INTERCONNECTING DUCTWORK AND PIPING/INSTRUMENTATION.  THE PURPOSE OF THIS SYSTEM IS TO REMOVE THE ENTRAINED PARTICULATE, BOTH FLY ASH AND ACID GAS REACTION PRODUCTS, FROM THE FLUE GAS.

THE QUENCH SYSTEM INCLUDES THE QUENCH TOWER, QUENCH RECYCLE TANK, QUENCH RECYCLE PUMPS AND PIPING/INSTRUMENTATION.  THE PRIMARY PURPOSE OF THE SYSTEM IS TO AUTOMATICALLY SATURATE THE FLUE GAS PRIOR TO ACID GAS REMOVAL IN THE DOWNSTREAM FREE JET SCRUBBER.  THIS IS ACCOMPLISHED BY COUNTER-CURRENT CONTACTING THE FLUE GAS WITH MECHANICALLY ATOMIZED LIQUID DROPLETS IN A VERTICAL VESSEL.  SOME INCIDENTAL ACID GAS AND PARTICULATE REMOVAL IS ALSO ANTICIPATED TO OCCUR IN THIS DEVICE.  SELECTION OF MATERIALS OF CONSTRUCTION FOR THE DOWNSTREAM EQUIPMENT HAVE BEEN BASED ON AN EXIT GAS TEMPERATURE NORMALLY BELOW 180 DEGREE FAHRENHEIT.

THE WET SCRUBBER SYSTEM INCLUDES THE TANDEM-NOZZLE FREE JET SCRUBBER WITH SUPER-SUB ASSEMBLY, CYCLONIC SEPARATOR, SCRUBBER RECYCLE TANK, SCRUBBER RECYCLE AND BLOWDOWN PUMPS AND PIPING/INSTRUMENTATION.  THE PURPOSE OF THIS SYSTEM IS TO PERFORM FINAL ACID GAS AND PARTICULATE REMOVAL FROM THE FLUE GAS BEFORE ITS RELEASE TO THE ATMOSPHERE.  THIS IS ACCOMPLISHED BY CREATING A TURBULENT CONTACTING ZONE FOR THE GLUE/LIQUID MIXING RESULTING THE FINE PARTICLE AGGLOMERATION AND ABSORPTION AND HCL AND SO 2 INTO THE SOLUTION.  THE AGGLOMERATED PARTICULATE IS COLLECTED IN THE DOWNSTREAM SEPARATOR BEFORE THE FLUE GAS IS ROUTED TO THE ID FAN.

THE ID FAN AND STACK SYSTEM INCLUDES THE INDUCED DRAFT FAN, EXHAUST STACK, FLUE GAS RECYCLE DUCT, OTHER INTERCONNECTING DUCTWORK AND PIPING/INSTRUMENTATION.  THE PURPOSE OF THIS SYSTEM IS TO PROVIDE THE MOTIVE FORCE TO DRAW THE FLUE GAS THROUGH THE INCINERATOR TRAIN AND TO EXHAUST THE SCRUBBER TO ATMOSPHERE AT A SAFE ELEVATION.  A FLUE GAS RECYCLE DUCT MAINTAINS OPTIMUM SCRUBBER EFFICIENCY AT REDUCED FLUE GAS FLOW.

THE CAUSTIC SYSTEM INCLUDES THE CAUSTIC STORAGE TANK, CAUSTIC FEED PUMPS, CAUSTIC HEATER AND PIPING/INSTRUMENTATION.  THE PURPOSE OF THIS SYSTEM IS TO PROVIDE CAUSTIC STORAGE AND TRANSFER FACILITIES. 50% CAUSTIC IS USED IN THE SPRAY DRYER AND FREE-JET SCRUBBER TO NEUTRALIZE ABSORBED ACID GAS.

THE PURPOSE OF THE LIQUID HANDLING SYSTEM IS TO PROVIDE THE NECESSARY EQUIPMENT TO RECEIVE AND STORE THE INCINERATOR'S FEED STREAMS.  ALSO INCLUDED IN THESE SYSTEMS ARE THE INCINERATOR'S FEED PUMPS AND THE STORAGE TANKS EMISSION CONTROL SYSTEM.

THE WASTE FEED SYSTEM CONSISTS OF THE LOW AND HIGH BTU FEED PUMPS, FEED STRAINERS, HIGH BTU HEATER AND THE LOW AND HIGH BTU RECYCLE LINES.  THE FIRST STORAGE TANK ON THE EAST AND WEST SIDE WILL SERVE AS THE FEEDSTOCK SURGE VESSEL FOR THE HIGH AHD LOW BTU LIQUIDS, RESPECTIVELY.

THE TANK VENT EMISSIONS SYSTEM WILL CONSIST OF THE FLASHED VAPOR CONDENSER, A FEED STOCK STORAGE TANK DEDICATED AS A KNOCKOUT DRUM AND THE CHARCOAL ABSORBERS.

THE PURPOSE OF THE REACTIVE WASTE FEED SYSTEM IS TO UNLOAD AND SAFELY INCINERATE REACTIVE WASTE. REACTIVE WASTE IN THIS DISCUSSION IS DEFINED AS A REACTIVE CATALYST (TITANIUM TRICHLORIDE SOLID AT ABOUT 1 % CONCENTRATION) IN HEXANE LIQUID.  THE MATERIAL IS CLASSIFIED LETHAL AND GIVE OFF HCL FUMES IN THE AIR.
